Authorizes the Hale County Commission to set additional transaction fees in the probate office judge's office for license tags ($5), motor vehicle titles ($2), mobile home titles ($2), driver's licenses ($1.50), duplicate driver's licenses ($1.50), privilege licenses ($25 flat rate plus section codes), and notary fees ($4).

Requires collected additional fees to be paid to the county general fund as a first priority to fund pay increases for county employees.

Allows remaining fees, after county employee pay increases, to be used for probate office operations or other county purposes as determined by the county commission.

Takes effect on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
