HB509 Summary

• Amends Section 34-1A-1 of the Alabama Code to provide a comprehensive definition of "locksmith" and specify services that fall under locksmith licensure by the Electronic Security Board.

• Defines locksmith services to include repair, rebuilding, rekeying, servicing, adjusting, and installation of locks; installation of egress control devices; servicing vaults and safety deposit boxes; and creation of automotive keys and electronic key devices.

• Exempts from the locksmith definition: individuals making only duplicate keys of existing keys, businesses not advertising locksmith services to the public, persons with under $500 annual compensation from residential lock services without advertising, and government/emergency personnel acting within official duties.

• Specifies that individuals or business entities licensed by the board to install or service electronic access control systems are excluded from locksmith licensure requirements, provided any lock being serviced or installed has electronic access control capabilities.

• Takes effect on the first day of the third month following passage and gubernatorial approval.
