HB510 Summary

• Proposes a local constitutional amendment to the Alabama Constitution of 1901 relating to Baldwin County municipalities

• Authorizes the Legislature by general or local law to allow any municipality in Baldwin County to incorporate a toll road and bridge authority as a public corporation for constructing and operating toll roads and bridges

• Permits the toll road and bridge authority to issue revenue bonds to finance projects, with bonds not constituting debt or liability of the municipality

• Allows municipalities, Baldwin County, county entities, and the State of Alabama (including the Department of Transportation) to participate in and provide funding to the authority

• Requires a public election on the proposed amendment conducted in accordance with Amendment 555 to the Alabama Constitution and state election laws
