Amends Act 86-564 to redistribute Tennessee Valley Authority in-lieu-of-taxes payments for Marshall County among specified recipients in each fiscal year.

Allocates 25% of total payments to five school boards (Marshall County, Arab City, Guntersville City, Albertville City, and Boaz) on a per-pupil basis using first monthly attendance report enrollment.

Allocates 4% of remaining 75% to the Marshall County Legislative Delegation Office, with unused funds available for educational or economic development projects by unanimous delegation consent.

Allocates the remaining 71% (to be reviewed every four years) to specific entities including the Economic Development Office ($232,000 minimum), school resource officers ($30,000), various ambulance services, health and human services organizations, and cultural institutions with amounts ranging from $13,000 to $50,000 each.

Any remaining amounts after all specified allocations are paid to the county governing body for distribution to the county and municipalities as provided by law; becomes effective on the first day of the third month following passage and approval.
