Freezes salaries for department heads, assistant department heads, exempt employees, and executive assistants currently serving under the sitting Governor from the effective date through January 13, 2019.

Beginning January 14, 2019, these positions become classified employees eligible for salary increases under the state pay plan rather than remaining at the Governor's discretion.

Limits cabinet members serving in an acting capacity to a maximum of 90 days.

Amends Section 36-6-6 of the Alabama Code to implement these provisions while maintaining existing requirements that the Governor and State Personnel Board set salaries within approved pay ranges.

Takes effect immediately upon passage and the Governor's approval.
