HB 53 Summary

• Amends Section 36-25-13, Code of Alabama 1975, to allow retired directors, department chiefs, or division chiefs to contract with their former government employer immediately following retirement for transition assistance, subject to Ethics Commission Director approval.

• Contracts for post-retirement transition assistance are limited to a maximum of three months following the retirement date and compensation combined with retirement pay cannot exceed the retiree's gross monthly compensation on the retirement date.

• Requires retirees seeking transition contracts to maintain compliance with Section 36-27-8.2 and obtain prior written approval from the Director of the Ethics Commission before beginning work.

• Clarifies that the two-year prohibition on former government officials and employees serving as lobbyists or representing clients before their former employer applies to those who worked pursuant to consulting agreements, agency transfers, or loans.

• Becomes effective immediately upon passage and Governor approval.
