Authorizes the State Medicaid Agency to establish a later date beyond October 1, 2016, for organizations to obtain full regional care organization certification.

Extends the expiration date for probationary regional care organization certifications beyond October 1, 2016, at the Medicaid Agency's sole discretion if determined to be in the best interest of the state.

Allows the Medicaid Agency to extend deadlines for demonstrating solvency, financial requirements, and risk contract capabilities for probationary-certified organizations.

Organizations may still achieve full certification if they meet all benchmarks by the extended date, even if they fail to meet earlier deadline requirements.

Amends Sections 22-6-156, 22-6-159, and 22-6-162 of the Code of Alabama 1975 regarding Medicaid regional care organization certification timelines.
