Authorizes the Colbert County Commission to decrease the commission chair's compensation to equal that of regular members, effective with the term beginning in November 2016.

Allows the commission to provide an expense allowance to each member equal to one-sixth of the yearly amount allotted on September 30, 2015, as additional compensation to the chair.

Requires that any compensation increases for incumbent office holders be paid as expense allowances until the next term, when they convert to base salary.

Entitles county commission members to the same uniform increases granted to county employees beginning October 1, 2016, including cost-of-living adjustments, longevity increases, merit raises, and bonuses.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
