Changes the State Superintendent of Education from an appointed position by the State Board of Education to an elected position by qualified voters of the state beginning in 2018 and every fourth year thereafter.

Establishes a four-year term of office for the elected State Superintendent of Education.

Requires the State Superintendent to have good moral character, academic and professional education equivalent to university or college graduation, knowledge of school administration, and relevant training and experience.

Sets the State Superintendent's salary equal to that provided to other members of the Governor's Cabinet, paid from the State Department of Education's annual appropriation.

Becomes effective only upon ratification of an amendment to Amendment No. 284 of the Alabama Constitution of 1901 to permit election of the Superintendent of Education.
