• Prohibits possession, sale, distribution, or gift of sky lanterns, defined as unmanned free-floating luminary devices requiring an open flame for propulsion.

• Prohibits retail sale, offer for sale, or distribution of novelty lighters, defined as devices designed to resemble cartoon characters, toys, guns, watches, musical instruments, vehicles, animals, food, beverages, or that play musical notes.

• Exceptions to novelty lighter prohibition include devices used for fireplaces or grills, standard lighters with printed logos or decals, and transportation or warehouse storage of novelty lighters.

• Violations of both prohibitions are criminal violations punishable under Section 13A-5-12 of the Alabama Code.

• Act becomes effective on the first day of the third month following passage and approval by the Governor.
