HB 72 Summary

• Establishes an automatic voter registration program requiring the Alabama Law Enforcement Agency to provide electronic records to the Secretary of State when driver's licenses or nondriver identification cards are issued or renewed.

• Electronic records containing legal name, age, residence, citizenship information, and electronic signatures constitute completed voter registration applications for qualified persons.

• County boards of registrars shall register eligible persons who meet voter qualifications under Article 8 of the Alabama Constitution and state law, unless already registered.

• Boards of registrars must update voter registrations when an elector changes their address on a renewed driver's license.

• Boards may not register voters during the 14-day period before any election; existing authority to determine voter qualification and maintain registration lists remains unaffected.
