• Establishes the new crime of unauthorized entry of a critical infrastructure as a Class D felony, replacing the misdemeanor charge for criminal trespass on these facilities.

• Defines critical infrastructure to include chemical manufacturing facilities, refineries, electrical power generating facilities, water treatment facilities, natural gas terminals, and transportation facilities such as ports and railroad yards.

• Makes it illegal to intentionally enter without authority into critical infrastructure structures, use fraudulent identification documents to enter, remain after being forbidden, or enter restricted areas within such facilities.

• Exempts lawful assembly and peaceful petition for redress of grievances, including labor disputes, from the scope of the crime.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
