HB84 - Education Savings Account Act

• Creates an Education Savings Account program allowing parents of eligible students to receive 90% of state per-pupil funding to use for educational services of their choice instead of public school attendance.

• Eligible students include those with disabilities under Section 504 or IEPs, children of active duty or deceased military members, adopted foster children, and siblings of current participants who attended Alabama schools in the prior year.

• Authorized uses of account funds include tuition at private schools, tutoring, textbooks, curriculum materials, online learning programs, standardized test fees, postsecondary institution tuition, and contributions up to $2,000 annually to education savings accounts.

• Program participation limited to 1,000 new eligible students per academic year on a first-come, first-served basis, with previously enrolled students receiving priority renewal.

• Participating private schools must comply with health and safety laws, conduct criminal background checks on employees, provide receipts for expenses, and submit test results and graduation rates to the state for tracking program effectiveness.
