• Amends Alabama Code Section 32-9-20 to allow concrete mixing trucks operating within 50 miles of their home base to be exempt from axle spacing weight requirements, provided they do not exceed maximum allowable gross weight.

• Concrete mixing trucks must be limited to a maximum load of the rated capacity of the mixer, with true gross load not exceeding 66,000 pounds, and must have at least three axles with brake-equipped wheels.

• Exemption applies only to vehicles operating within 50 miles of home base; trucks traveling on bridges posted by the Transportation Director as incapable of carrying the load will be in violation.

• Maintains existing weight restrictions for trucks delivering asphalt plant mix within 50 miles of home base, which also do not require axle spacing conformance if under maximum allowable gross weight.

• Effective date is the first day of the third month following passage and approval by the Governor.
