HJR19 Summary

• Creates an Emergency Task Force on School Safety and Security with 21 members including educators, law enforcement, emergency management officials, mental health commissioners, legislators, and specialists in education law and active shooter response.

• Task force membership must reflect the state's racial, gender, geographic, urban, rural, and economic diversity, with appointments made within 30 days of the act's effective date.

• Task force shall conduct comprehensive review of state laws, regulations, and protocols concerning school safety; identify gaps in existing safety measures; and submit legislative recommendations to the Speaker, President Pro Tempore, and appropriate committees.

• First meeting must occur no later than August 1, 2016, with task force to elect leadership and set subsequent meeting schedules; members serve without compensation but may be reimbursed for necessary expenses.

• Task force shall submit findings and recommendations in writing by December 31, 2016, at which time it will be dissolved; Legislature shall provide necessary staff and support.
