• Commends Officer Spencer Youmans of the City of Opp Police Department as a nominee for the 2016 Alabama Legislative Medal of Honor for Law Enforcement.

• On July 16, 2015, Officer Youmans and Lieutenant Corey Boothe responded to a vehicle crash on U.S. Highway 84 West where an armed driver had fled the scene and was threatening highway workers and an occupied church.

• Officer Youmans and Lieutenant Boothe positioned themselves between the armed individual and civilians; when the individual opened fire, the officers returned fire and then provided emergency medical assistance to the shooter.

• The legislature recognizes Officer Youmans's extraordinary courage, quick response, and willingness to protect others in a highly dangerous situation, which saved the lives of highway workers and church occupants.

• Directs that Officer Youmans receive a copy of the resolution as evidence of the legislature's admiration and esteem; House adopted April 12, 2016 and Senate adopted April 19, 2016.
