Establishes a Study Committee on the Use of Private Judges to examine ways to improve private judge utilization in Alabama.

Committee membership includes chairs of House and Senate Judiciary Committees, House Commerce and Small Business Committee chair, Governor's Legal Advisor, two active private judges, two Supreme Court appointees, representatives from business and legal organizations, and legislators appointed by House and Senate leadership.

Requires appointing authorities to ensure committee membership reflects the state's racial, gender, geographic, urban, rural, and economic diversity.

Committee shall meet at least monthly beginning the second month after the 2016 Regular Session adjournment, study benefits and detriments of increased private judge use, and recommend legal changes to facilitate expanded use.

Committee must report findings and recommendations to the Legislature by the third legislative day of the 2017 Regular Session, after which it will be dissolved unless otherwise authorized to continue.
