Acknowledges Green's distinguished career including service as Juvenile Court Administrator for the 5th Judicial Circuit for 10 years, Chairman of the Macon County Commission, first African American Chairman of Alabama's County Commissioners Association, and Chief of Transportation for the Alabama Department of Transportation (appointed 1993).

Notes Green received numerous awards including the Breaking the Glass Ceiling Award from the Federal Highway Administration and the Robert L Bradley Distinguished Service Award.
