Acknowledges that the nation's Public Housing and Section 8 Housing Voucher Programs have struggled to perform their mission due to the prevailing funding environment over many years

States that housing authorities seek balanced regulatory reforms that maintain government oversight, protect resident rights, and enable agencies to focus on maintaining quality affordable housing and safe communities

Directs that copies of the resolution be sent to the President of the United States, Speaker and Clerk of the U.S. House of Representatives, President Pro Tempore and Secretary of the U.S. Senate, and members of the Alabama Congressional delegation

Identifies H.R. 3700 as providing reforms that will make housing authorities more responsive to residents and deregulate the Public Housing and Section 8 Housing Voucher Programs
