• The compact requires two-thirds of state legislatures to apply to Congress for the convention, which becomes operative once three-fourths of states are members and Congress calls the convention.

• Establishes a Compact Commission and Administrator to oversee membership, coordinate state obligations, manage convention logistics, and enforce the compact through legal action.

• Each member state appoints three delegates (Speaker of House, Governor, and one minority leader-appointed delegate) who are bound by oath to only consider the Balanced Budget Amendment under strict compact rules.

• Convention must adopt prescribed rules as first order of business, limit debate to the Balanced Budget Amendment only, adjourn within 24 hours, and transmit only that amendment for ratification; venue for all disputes is federal court in Northern District of Texas.
