• Changes the age threshold for youthful offender status to under 23 years old, or under 25 if a full-time student at the time of the crime.

• Grants judges discretion to consider prior youthful offender adjudications when determining sentencing for subsequent crimes, changing prior mandatory consideration to "may be considered."

• Requires victim notice 10 days prior to youthful offender hearings in cases involving intentional serious physical injury or death, with an evidentiary hearing required before determining youthful offender status.

• Mandates automatic expungement of criminal records for youthful offenders upon completion of sentence, probation, and all court-ordered payments, except in adult sex offender cases where expungement remains discretionary.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
