Increases Alabama Historical Commission membership from 20 to 21 members by adding one appointee from the Alabama Black Heritage Council.

Increases governor-appointed positions from 13 to 14 members to accommodate the new Black Heritage Council representative selected from a list of three nominees.

Requires commission membership to be inclusive and reflect the racial, gender, geographic, urban/rural, and economic diversity of the state.

Appointees must be Alabama citizens demonstrating interest in state history preservation and qualify to direct and supervise commission work.

Becomes effective on the first day of the third month following passage and Governor approval.
