Prohibits imposition of the death penalty on any person who was less than 18 years of age at the time of committing a capital offense.

Aligns Alabama law with U.S. Supreme Court rulings under the Eighth and Fourteenth Amendments that prohibit capital punishment for defendants under 18.

Defines minors as persons under age 18 who are restricted from various activities including possessing firearms, working certain hours, voting, and serving on juries.

Becomes effective immediately upon passage and approval by the Governor.
