Proposes a constitutional amendment requiring the Governor and Lieutenant Governor to be elected jointly on a single ballot ticket, beginning with the first general election following ratification.

Removes the Lieutenant Governor's role as President of the Senate and eliminates the power to vote in the event of a tie in the Senate.

Establishes the sole duty of the Lieutenant Governor as succeeding to the Office of Governor upon the Governor's removal, death, or resignation.

Requires Senate members to elect a President of the Senate from their membership, who assumes all legislative duties and powers previously held by the Lieutenant Governor, with the President Pro Tempore presiding in the President's absence.

Sets the Lieutenant Governor's annual salary at 75 percent of the Governor's annual salary, with this salary differential protected from alteration by law.
