Expands Alabama's Medicaid program to provide assistance to all persons eligible for coverage for whom federal matching funds are available under the Patient Protection and Affordable Care Act (Public Law 111-148 and 111-152).

Designates the Alabama Medicaid Agency as the lead agency responsible for implementing the Medicaid expansion and authorizes it to request assistance from any state or federal agencies or entities.

Requires the Legislature to annually appropriate adequate funding to the Alabama Medicaid Agency for implementing and operating the Medicaid expansion program.

Notes that federal government pays 100 percent of expansion costs starting in 2014, declining to 95 percent in 2017 and 90 percent in 2020, with expansion expected to provide preventive care access to hundreds of thousands of Alabamians with incomes below 138 percent of federal poverty limit.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
