Proposes a constitutional amendment to Section 65 of the Alabama Constitution of 1901 to allow the legislature to authorize a state lottery through general law.

Current law prohibits lotteries and gift enterprises; amendment adds Part II permitting the legislature to establish a lottery operated on behalf and for the benefit of the state under terms and regulations set by general law.

Election on the proposed amendment shall be held in conjunction with the next statewide general election in accordance with Alabama constitutional procedures.

Election officials shall assign a ballot number and display the description "Proposing an amendment to the Constitution of Alabama of 1901, to allow the Legislature to pass general laws to implement a lottery to be operated on behalf and for the benefit of the state" with Yes/No voting options.
