Grants a 2 percent salary increase to most state employees, legislative personnel, and county health department employees subject to the state Merit System, effective the first pay day after October 1, 2016.

Excludes from the increase any Merit System employee or hourly employee whose service or rate of pay is covered by a labor agreement or contract.

Prohibits the increase from applying to local supplements for judges, other local employees whose salaries are tied to state employees, or appellate judges.

Directs the State Personnel Department Director, Administrative Director of Courts, and legislative office directors to revise pay plan schedules and certify them to the state Comptroller for warrant issuance.

Specifies that appropriations required by this act shall be made in the annual budget act for affected entities rather than as a direct appropriation.
