Authorizes the Secretary of State to implement a pilot program allowing counties and municipalities to use electronic poll books instead of printed voter lists at polling places.

Permits participation by any county with consent of both the county commission and judge of probate, and any municipality with approval of its governing body.

Establishes certification requirements for electronic poll books, including security, compatibility with statewide voter registration system, failsafe data recovery, signature verification, and ability to record primary election voter data.

Requires electronic poll books to contain the same voter information as printed lists and prohibits population with voter data until the 10-day period immediately before an election.

Mandates the State of Alabama pay all expenses and costs associated with the pilot program, with funds drawn from state and federal resources available to the Secretary of State.
