Repeals Sections 1-13 of Act 2011-298 and Act 2011-337 relating to automatic photographic speeding enforcement systems in Montgomery.

Amends Act 2009-740 to replace speeding camera enforcement with photographic traffic signal enforcement (red light cameras) for the City of Montgomery.

Requires the city to mail violation notices by certified mail within 30 days of the offense, with civil penalties payable within 30 days of the 10th day after mailing.

Establishes Montgomery Municipal Court jurisdiction to hear violations and allows violators to contest penalties within 15 days; failure to respond constitutes admission of liability.

Provides nine affirmative defenses to liability including improper signal visibility, stolen vehicles or plates, hazardous road conditions, and absence of required warning signs.
