Amends Section 16-46A-2 of the Alabama Code to clarify funding distribution for virtual school programs between the school system offering the program and the student's school of residence.

Virtual students are counted in average daily membership of the school offering the program and receive the same state Foundation Program and Education Trust Fund appropriations as traditional students.

Students enrolled in virtual programs may participate in extracurricular activities at their local school of residence under the same Alabama High School Athletic Association rules as traditional students.

School boards may enroll out-of-district students and dependents of United States Military members temporarily stationed outside Alabama in virtual programs.

School boards are exempt from traditional instruction requirements including physical presence, staffing, transportation, facility, space, time, and physical education requirements that conflict with virtual program delivery.
