Amends Section 16-51-6 of the Code of Alabama 1975 to authorize the University of North Alabama's Board of Trustees to establish and modify benefits for instructors and other officers.

Board of Trustees retains existing power to fix salaries and compensation, and gains explicit authority to establish or modify benefits notwithstanding Section 16-25-3 or any other provision of law.

Board may delegate authority to establish and implement personnel rules, policies, and practices for hiring, promoting, demoting, and terminating instructors, officers, and employees to a board committee or the university president.

Board is expressly authorized to enter into and implement agreements with other Alabama higher education institutions for merging those institutions into one successor institution without requiring legislative or administrative approval, except this does not apply to Alabama A & M University or Alabama State University.

The act becomes effective on the first day of the third month following its passage and approval by the Governor.
