Clarifies that state entities must apply purchasing preference to services provided by individuals with disabilities under the Department of Adult Blind and Deaf of the Alabama Institute for Deaf and Blind, in addition to products already covered.

Requires the board created in Section 21-2-3 to ensure that approved services do not adversely impact services provided under the federal Randolph-Sheppard Act (20 U.S.C. 107 et seq.), which provides employment opportunities for individuals who are blind through vending facilities on state and federal property.

Authorizes political subdivisions of the state to purchase products and services from individuals with disabilities through the department in the same manner as the state and its agencies.

Establishes that the board shall determine a fair market price for all articles and services offered for sale pursuant to the chapter.

Becomes effective immediately upon passage and approval by the Governor.
