SB 281 Summary

• Updates motor vehicle title requirements to exempt vehicles more than 20 model years old (trailers, semi-trailers, travel trailers, moving collapsible folding campers) and vehicles more than 35 model years old (all other motor vehicles), with exemptions applicable January 1 of each year.

• Adds low speed vehicles, mini-trucks, and motor-driven cycles to the list of vehicles exempt from title requirements.

• Increases penalty for dealers who violate title law from an unspecified amount to a Class A misdemeanor with a fine not exceeding $500.

• Requires persons or entities initiating involuntary motor vehicle transfers by operation of law to provide the Department of Revenue at least 35 calendar days' notice with vehicle identification information, contact details, and transfer date/time/location; exempts transfers under Chapter 13 and divorce decrees.

• Becomes effective January 1, 2017.
