Prohibits dump trucks from operating on any highway, road, or municipal street in Alabama with the truck bed raised more than 20 degrees, except when actively dumping a load.

First offense is a Class C misdemeanor; second and subsequent offenses are Class B misdemeanors.

Any law enforcement officer may enforce this provision and may cite violators at accident scenes based on reasonable cause, even without witnessing the violation.

Defines a dump truck as a motor vehicle with a bed that raises over 20 degrees near the passenger compartment to allow load dumping from the rear.

Known as "The Ricky Morgan Act" and becomes effective the first day of the third month following passage and governor approval.
