Amends Section 22-26-2 of the Code of Alabama 1975 to remove the requirement that the State Board of Health permit, inspect, or approve plumbing within structures located outside municipal corporation jurisdiction.

Repeals Section 22-26-5 of the Code of Alabama 1975, eliminating county boards of health requirements for certain plumbing inspections.

Maintains State Board of Health authority to establish rules and regulations for sewage collection, treatment, and disposal facilities statewide.

Preserves requirements for connection to sanitary sewers where available and not regulated by municipal corporations, or for State Board of Health approval of alternative sewage disposal methods.

Becomes effective immediately upon passage and approval by the Governor or upon becoming law by other means.
