Secretary of State shall establish by rule a procedure allowing registered voters to cast ballots without excuse during an early voting period at designated early voting centers in their home county.

Early voting centers shall operate for at least 5 days during the 14-day period immediately preceding an election, and for all statewide elections, also be open the two Saturdays immediately before the election.

Each early voting center must be open at least 10 hours per day when operating, with all centers in a county maintaining the same days and hours of operation.

Judges of probate in each county are responsible for managing early voting, designating at least one voting center, and establishing operating schedules; appointing boards shall appoint poll workers for early voting centers.

Act becomes effective on the first day of the third month following passage and gubernatorial approval, and does not affect existing voter registration procedures or election day voting requirements.
