SB307 Summary

• Amends Section 29-6-3 of the Code of Alabama 1975 to change the voting requirement for Legislative Council actions from separate majorities in each chamber to a simple majority of members voting, provided a quorum is present.

• Maintains the quorum requirement as a majority of Legislative Council members from the Senate and a majority from the House of Representatives.

• Allows council members to participate in meetings remotely via telephone, video conference, or similar communications equipment with all participants able to hear each other and public access to listen simultaneously.

• Requires all council decisions (except those involving hiring, discipline, or termination of employees) to be reduced to writing and published on the Legislature's website.

• Mandates the Legislative Council conduct orientation programs for members upon formation and at the start of each four-year term, with additional orientation for new members within 60 days of joining.

• Takes effect immediately upon passage and approval by the Governor or upon becoming law otherwise.
