Adds Section 34-9-43.2 to the Alabama Code to clarify the Board of Dental Examiners' rulemaking authority regarding state and federal anti-trust laws.

Immunizes the Board of Dental Examiners, its members, employees, and agents from liability under anti-trust laws when adopting rules that prioritize patient health, safety, and welfare.

Permits the Board to adopt rules that regulate dentistry, dental hygiene, and expanded duty dental assisting practices in ways that prioritize patient welfare, even if such rules appear to have anti-competitive elements or effects.

Requires that Board rules may only supplement or clarify statutory definitions and cannot conflict with existing statutes that define dental practice.

Takes effect immediately upon passage and approval by the Governor.
