Amends Section 34-23-70 of the Alabama Code to expand the exemption from pharmacy pick-up station restrictions to any entity meeting the federal definition of a federally qualified health center under 42 U.S.C. §1396d(l)(2)(B).

Replaces the previous list of eight named eligible health centers with a broader definition allowing any federally qualified health center to compound and dispense non-controlled prescriptions at one location.

Permits authorized federally qualified health centers to courier medications to clinics for patient pick-up, subject to Board of Pharmacy review.

Maintains the prohibition on controlled substances being compounded, dispensed, or couriered through this process.

Becomes effective on the first day of the third month following passage and approval by the Governor.
