Authorizes the Department of Conservation and Natural Resources to issue lifetime migratory waterfowl stamps in addition to the existing annual stamps required for waterfowl hunting.

Establishes lifetime stamp fees based on age: $65 for persons under 2 years old or age 50+; $85 for ages 2-11; $105 for ages 12-49.

Maintains the annual waterfowl stamp fee at $5 and allows both annual and lifetime fees to be adjusted for cost-of-living increases pursuant to Section 9-11-68 on a proportional basis.

Allows authorized license agents to prepurchase and resell lifetime stamps at face value plus the $1 issuance fee, with unsold stamps returnable for refund at the end of the license period.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
