Increases the Permanent Joint Legislative Committee membership from 8 to 10 members, with 2 ex officio members (President of Senate and Speaker of House) and 8 appointed members (4 appointed by each).

Committee is tasked with assisting in implementing recommendations of the Legislative Prison Task Force and examining all operations of the Department of Corrections.

Committee must study mental health issues for prisoners reentering the community and report findings by April 20, 2016.

Committee must study felony restitution collection practices and capacity issues within the Department of Corrections, including design capacity, operational capacity, and construction of new facilities.

Requires committee studies and partnerships to reflect racial, gender, geographic, urban/rural, and economic diversity of the state; becomes effective immediately upon passage and approval.
