SB341 Summary

• Modifies how Alabama calculates annual apportionment of Foundation Program funds for public schools by including the change in average daily membership (ADM) between the two preceding school years, in addition to the first 20 scholastic days following Labor Day enrollment.

• Addresses funding misallocation by accounting for enrollment increases and decreases; school systems losing students will have funding adjusted downward, while growing systems will have funding adjusted upward to reflect actual student population changes.

• From fiscal year 2015 to 2016, Alabama schools lost approximately 2,600 students overall but experienced a total enrollment change of 10,399 due to shifting enrollments between districts, creating inequitable funding under the previous method.

• Amends Code of Alabama Sections 16-13-231 and 16-13-232 to implement the new calculation methodology for teacher units and Foundation Program allowances.

• Becomes effective on the first day of the first month following passage and approval by the Governor.
