Requires the State of Alabama to regulate the disclosure, raising, and spending of money to influence elections and governmental actions, with implementation and enforcement by the Legislature through appropriate legislation.

Establishes that public disclosure serves to enable informed electoral choices, provide accurate information about election spending sources, and ensure government acts in the public interest while advancing democratic self-government and political equality.

Election on the proposed amendment shall be held in accordance with Sections 284 and 285 of the Alabama Constitution of 1901 and state election laws, with ballot language describing the amendment's substance.

Requires election officials to assign a ballot number and set forth a specific description of the constitutional amendment, followed by "Yes ( ) No ( )" voting options.
