Requires electors to register with a political party and maintain continuous party membership for 14 days before voting in that party's primary or primary runoff election.

Restricts electors to voting only for candidates of the party in which they are registered, prohibiting cross-party voting in primary elections.

Allows unaffiliated electors to vote only on nonpartisan races and ballot measures in primary elections, not on party candidates.

Prohibits electors from changing their party registration between a primary election and a primary runoff election.

Directs the Secretary of State to promulgate rules for implementation and maintain political party designations on voter registration applications.
