Municipal governing bodies cannot increase salaries, expense allowances, or other compensation for members without introducing the ordinance or resolution at a regular meeting at least 30 days before adoption.

The proposed ordinance or resolution must be published within seven business days after introduction in the same manner required under Code of Alabama 1975, Section 11-45-8(b).

The law applies to all municipalities in Alabama classified as Classes 1 to 8 and any other municipalities established by general or local law.

Any salary or expense allowance increases adopted before the effective date must be readopted following these requirements to remain operative, with readoption allowed before the new governing body takes office.

The law does not apply to the office of mayor unless the mayor serves as a member of the council or other municipal governing body.
