Prohibits ticket issuers, primary ticket sales platforms, and secondary ticket exchanges from penalizing, discriminating against, or denying access to ticket holders who resell or transfer tickets.

Prohibits restrictions on the resale or transfer of event tickets and blocks use of delivery delays or technological means designed to hinder consumers from reselling tickets on their platform of choice.

Prohibits any person from knowingly using or selling software to circumvent, thwart, or interfere with security measures or access control systems on primary ticket sales platforms or secondary ticket exchanges.

Allows venue operators to maintain conduct and safety policies, establish purchase limits, revoke season tickets for policy violations, restrict resale of discounted or promotional tickets, and restrict resale of institutional or suite tickets for athletic events.

Violations constitute deceptive trade practices under Alabama law; the act becomes effective on the first day of the third month following passage and approval by the Governor.
