Establishes four water basin areas in Alabama: Tennessee River Basin Area, Mobile Basin Area, Southeast Alabama Coastal Plain Basin Area, and Chattahoochee Basin Area, each defined by specific eight-digit hydrologic unit codes from the United States Geological Survey Watershed Boundary Dataset.

Defines "basin area" as those areas drained by one or more rivers and tributaries as determined by hydrologic continuity and USGS watershed boundary designations at the eight-digit hydrologic unit level.

Requires the Office of Water Resources and Alabama Water Resources Commission to use these basin areas for resource planning and management activities under the Alabama Water Resources Act, including local, regional, and statewide water assessments.

Clarifies that the act does not provide for any additional water regulation or permitting beyond what is currently provided by law as of the effective date.

Takes effect immediately upon passage and approval by the Governor or upon otherwise becoming law.
