Amends Section 45-37-200.03 of the Alabama Code to authorize city officers or employees in Jefferson County to issue motor vehicle registrations, including license plates and decals.

Extends authority to include boat registrations and allows citizens to register boats at the same locations where they register motor vehicles for public convenience.

Permits cities to collect registration fees, ad valorem taxes, and issuance fees, retaining the latter in the city general fund and deducting tax collection commissions at a rate of one percent for assessments and one percent for collections.

Allows cities to levy an additional annual issuance fee not to exceed $5 per motor vehicle or boat registration, deposited into the city general fund for operation of the licensing office.

Requires designated city officers and employees to be bonded and subjects cities to audit by the Department of Examiners of Public Accounts; becomes effective immediately upon passage and gubernatorial approval.
