• Establishes the Marshall James Walton Highway Safety Act and creates the crime of homicide by vehicle or vessel in Alabama

• Defines homicide by vehicle or vessel as causing another person's death while knowingly violating any state law or municipal ordinance governing vehicle/vessel operation or traffic/boating regulations, if the violation is the proximate cause of death

• Classifies homicide by vehicle or vessel as a Class C felony

• Becomes effective on the first day of the third month following passage and gubernatorial approval
