Authorizes the State Medicaid Agency to establish a later date beyond October 1, 2016, for regional care organizations to obtain full certification, subject to the Agency's sole discretion determination that an extension is in the state's best interest.

Extends the expiration date of probationary regional care organization certifications beyond October 1, 2016, to a later date as established by the Medicaid Agency.

Allows organizations with probationary certification that fail to timely meet benchmarks to still receive full certification if all benchmarks are met by October 1, 2016, or a later Agency-established date.

Modifies refund requirements for case-management services so that organizations failing to gain full certification or losing probationary status by October 1, 2016 (or a later date) must refund half of payments from the previous 12 months.

Becomes effective on the first day of the third month following passage and approval by the Governor.
